The Institute for Wisconsin's
Future works on key state policy issues throughout the
year. It conducts research, coordinates community education campaigns,
and issues reports and other materials designed to educate the public
on critical issues such as welfare reform, school finance, tax policy,

a built-in annual deficit of 1.7%, a gap that forces cuts in staffing,
programs, maintenance, and/or purchasing, according to a new survey
of district superintendents by the Institute for Wisconsin's Future
