A new report examines the racial and ethnic characteristics
of W-2 participants who received sanctions, concluding that there
is a significant disparity in the treatment of white participants
and people of color. Across the state, African-American participants
were 75% more likely to be sanctioned than white participants. Hispanic
participants were almost twice as likely as white participants to
be sanctioned.

Study Finds W-2 Is Failing Hmong

A new study released today by the Institute for Wisconsin's
Future (IWF), has found that most Hmong immigrants participating
in the state's Wisconsin Works (W-2) program have not gained the
job skills, basic education or language ability needed to gain employment.
These refugee families are also facing greater hardship under W-2
due to reduced financial assistance.

of Domestic Violence Victims: Study Shows that Abused Women, Hampered
in Job Efforts, Are Overlooked and Receive Inadequate Support from
W-2 to Become Self-sufficient

A statewide survey of abused women released today by The Institute
for Wisconsin's Future (IWF), shows that low-income victims of domestic
abuse face significant barriers to keeping jobs and succeeding at
education and training efforts. Surveys completed by 274 domestic
violence victims from around the state document that abused women
are consistently overlooked under Wisconsin Works (W-2), due to
a lack of effective screening methods for identifying victims, insufficient
caseworker training, and the frequent failure of caseworkers to
provide victims with information on available support services and
program options.
