September 20, 1999
A statewide survey of abused women released today by The Institute for Wisconsin's Future (IWF), shows that low-income victims of domestic abuse face significant barriers to keeping jobs and succeeding at education and training efforts. Surveys completed by 274 domestic violence victims from around the state document that abused women are consistently overlooked under Wisconsin Works (W-2), due to a lack of effective screening methods for identifying victims, insufficient caseworker training, and the frequent failure of caseworkers to provide victims with information on available support services and program options.
